harris damper kit question

hi just fitted my damper with a harris fitting kit,all on ok but just wondering if the piece that holds the damper that looks like its on a swivel thing is supposed to move or is it fixed rigid,eg if you hold the damper it can rock to/fro same as the rod end does,the little bolt that fits is fully tight in there so any one have any idea...cheers
